The organisational structure, number of positions and staffing plan are approved by a Local Council decision, on the mayor’s proposal (Article 129(3)(c) of Government Emergency Ordinance No. 57/2019). Their proactive publication is mandatory under Article 5(1)(b) and (c) of Law No. 544/2001.
