Decision-making transparency
Draft normative acts under public consultation, deadlines, proposals received and outcomes.
How to Participate in Decision-Making
Law No. 52/2003 gives you the right to express your views on draft regulations before they are adopted. The procedure is as follows:
- The Town Hall publishes a notice about the draft at least 30 working days before it is submitted for review, approval and adoption;
- the notice includes an explanatory note, the full text of the draft, the deadline, and details of where and how proposals may be submitted;
- written proposals may be submitted for at least 10 calendar days from the date the notice is published;
- a public debate must be organised if requested in writing by a legally established association or another public authority;
- all proposals received are recorded in a register, and the minutes of the public debate are published.
Information Provided for Each Consultation
- the title of the draft and its publication date;
- the deadline for comments;
- downloadable documents;
- how to submit proposals;
- the status of the consultation: open, closed or adopted;
- the outcome of the consultation.
Failure to comply with these obligations may result in sanctions, and an act adopted without the required public consultation may be challenged before the administrative courts.
